Constitution Article I - Name Section I - The official name of the organization shall be ‘St. Francis of Assisi Falcons Basketball Association’.
Article II - Purpose Section I - To foster and promote athletic interests and activities in St. Francis of Assisi School through organized basketball instruction and play. Section II - Built around the concepts of participation and tolerance, this program will promote a fair and equal opportunity for all students. Section III - To function under the authority and review of the St. Francis of Assisi School administration, the Newfoundland and Labrador Basketball Association, our peer parents and students.
Article III - Membership Section I - Membership shall be open to all students, parents and friends interested in promoting the basketball program at St. Francis of Assisi School. Voting Membership defined as one vote per school family and one vote per registered volunteer. Section II - Dues a. Dues per Student participant $30.00 per school year to a maximum of $60 per school family. b. Any student unable to pay will not be denied participation. Section III - Fundraising requirements to be determined by the St. Francis of Assisi Falcons Basketball Association executive and authorized by St. Francis of Assisi School Council.
Article V - Participation Eligibility 1. Eligibility is open to all students, without exception, at St. Francis of Assisi School. 2. Every effort will be made to accommodate full participation at every age group and skill level. 3. Teams will be selected by the following criteria: a. Age appropriate as per NLBA guidelines (i.e. U12) b. Not more than 15 players as per NLBA guidelines c. Drawing from two consecutive grades at least 15 players if available. d. Coaching guidelines to be clarified by executive. CASE: ‘Grade Six’ students are U12 players. If there are only seven ‘Grade Six’ players, the balance of the team would be drawn from the ‘Grade Five’ students to a minimum and maximum of 15 players for the U12 team. If there is still less than 15 players using both Grades Five and Six, at the discretion of the executive and with parental consent, Grade Four students may be then be eligible to join the U12 team. 4. Not withstanding School Board policy, it is considered inappropriate and disrespectful to the volunteer effort for the teachers and staff of St. Francis of Assisi School to use access to the basketball program for disciplinary purposes with any student.
Article VI- Officers Section I - The Executive members of the organization shall be any member, teacher or staff of St. Francis of Assisi Falcons Basketball Association. The Executive may include: a. President b. Treasurer c. Secretary d. Tournament Chair e. Nine (9) At Large’ positions Section II - All officers shall be elected for a one (1) year period effective from June 1st through May 31st of the following year. There will be an election of three (3) new ‘At Large’ members each September. Section III - Vacancies in office may be filled upon recommendation of majority of the officers.
Article VII - Meetings Section I - General Membership meetings shall be held at least twice every school year. Section II - Attendance of a majority of officers shall constitute a quorum for the transaction of business. Section III - Executive Meetings will be held whenever necessary and shall be conducted by “Roberts Rules of Order.”
Article VIII - Amendments Section I - The by-laws may be adopted, amended, or appealed at any St. Francis of Assisi Falcons Basketball Association meeting by a three-fourths majority of the members present and approval of The St. Francis of Assisi School administration.
Draft By- Laws Section I - Nominations and Elections 1. Nominations and elections will be held in June of each year with three (3) more ‘At Large’ positions available in September of the following school year. 2. The St. Francis of Assisi Falcons Basketball Association executive selection shall be presented to the membership for vote in June. Nominations can also be made from the floor. 3. If no more than one candidate is nominated for any office, a motion from the floor, properly seconded and voted on to accept the nominating committee’s recommendation for that office shall be sufficient to elect. If more than one candidate is nominated for an office, election will be by secret ballot. The candidate with the greatest number of votes will be declared elected. Search for candidates will be conducted through the month of May each year. 4. Final approval by St. Francis of Assisi School administration.
Section II - Duties of Officers 1. President - It shall be the duty of the President to preside at all Board Meetings. The President shall appoint all Committees not provided herein. 2. Treasurer - It shall be the duty of the treasurer to track all expenses and revenues associated with the basketball program. This is done in coordination with the school principal. 3. Secretary - it shall be the responsibility of the secretary to keep all minutes of all meetings held in the name of the association. In a timely manner these minutes must be made available to the executive and membership of the Association. All minutes to be archived and retained. 4. Tournament Chair - It shall be the responsible of the Tournament Chair to coordinate all tournament activities including scheduling, visiting team information, concessions, volunteers, safety and officiating. 5. The St. Francis or Assisi Falcons Basketball Association officers report directly to the St. Francis of Assisi School administration. 6. The executive will establish, monitor and enforce working rules and regulations for the Coaching Staff concerning the basketball program. 7. Orientation for students and parents, prior to start of the normal basketball activities must be offered. 8. Officers will elect a chair for all executive meetings.
Section III - Finances 1. The executive must approve all purchases over $500.00. 2. The Tournament Chair shall be responsible for getting concession stand and gate cash box ready for all home games. Revenues and expenses related to tournament activities must be properly tabulated and presented to the treasurer, copied to the other executive members, within one week of the event. 3. A year end financial statement must be tabled and approved in the last meeting of the school year. This is the responsibility of the treasurer in cooperation with the St. Francis of Assisi School administration.
Section IV - Coaching and Supervision In the interest of safety and reduced liability there must, at all times, be no less than two adults in the gym during any basketball activities. At no time should a coach or representative of the association be alone with a participant unless approved by the parent of guardian of that child. This approval must be known to the executive prior to the event in question. In the interest of optimum development, safety and program longevity, there should ideally be no less than two participating coaches in each session for grades 4, 5, and 6. Sessions for grades K, 1, 2 and 3 should, ideally, have a ratio of one coach for every five participants. Ongoing coaching training will be made available to interested volunteers that are committed to continued participation in the program. RNC Certificate of Conduct must be provided by all volunteers sanctioned by the St. Francis of Assisi School administration. |
